Chechnya's Internally Displaced and the Role of Russia's Non-Governmental Organizations

The conflict between the Russian military and rebel forces in the Republic of Chechnya has displaced at least 200,000 people. Many of these people are still within Chechnya, and thus inside the Russian Federation. Russia's civil society organizations, which emerged only in the 1990s, are advocating the protection of these IDPs, and the Russian Government's compliance with the UN Guiding Principles on Internal Displacement. The Guiding Principles are relatively untested in practice. This advocacy effort, and the Chechen displacement context as a whole, are revealing the extreme vulnerability of Russian civil society organizations in the face of government pressure.
